Hi, sorry for the dumb question, but what exactly is a link list?
Is it just a list of links to sites?

Yeah, simply said, it's a list of links to sites.
While TGPs/MGPs only list galleries (single pages), Link Lists can offer links to various site types, like e.g. to free sites, pay sites, blogs, reviews, adult services etc etc. They use to list various sites under specific categories and are mostly focused on SE traffic (SE friendly).

Is there anyone that would help me set up my two sites with Chameleon Link List submitter and TGP submitter? I have purchased the services but am having a hard time trying to figure out how to set them up even with the tutorials. I am a huge rookie obviously and would be willing to pay a reasonable fee for some help.
