Do i have to use a proxy server and external ip address inorder to submit?

What exactly are these used for?

I can hit the button to auto get the external ip, but when i try to hit the button for get proxy server nothing happens. How would i go about getting this?

If you do not use a proxy server for your connection, just leave 'Use a Proxy Server' unchecked (this will gray out all other fields needed for setting up a proxy).
In that case, only enter 'Your External IP Address' within the HTTP section on the Connection tab. You can get it auto filled by clicking on the GET button below the field.

Proxy server isn't mandatory to use so if have no proxy set in the IE options you do not need to use any in the submitter either.
On the other hand, 'Your External IP Address' is required, it will be auto submitted to all TGP/MGP sites which require it during Auto Submit.
